Video Transcript - What happens after you've submitted an application?

Screen 1: Title screen
Welcome to the video help series for the Energy Rating Product Registration System.

In this video, we are going to show you how to complete the Payment page of your application. This only applies to applicants registering products in Australia.

Screen 2: Assessment
Your application will be picked up for assessment by one of our Technical Assessment Officers. The Technical Assessment Officer is the person you will liaise with regarding your application.

The Technical Assessment Officer will review the application, checking the data provided in the application against the test report to ensure the information is correct and accurate.

The Technical Assessment Officer may contact you about the application to obtain more information or to notify you of any issues they have identified.

Screen 3: Application is returned
Your application may be returned to you if the Technical Assessment Officer determines that more information is required or if they identify any issues or errors with the application that will prevent it from being registered.

If your application is returned, you will need to refer to the Notes and Change History section of the application for specific details on why it was returned and any actions you need to take to make your application compliant.

After you complete any actions requested, you will need to re-submit the application again for approval using the ‘Return to Regulator’ button.

Screen 4: Approval
Once a Technical Assessment Officer completes their assessment and deems the product compliant with all requirements, they make a recommendation to the GEMS Regulator to approve the registration.

The GEMS Regulator, or their Authorised Delegate, will then make the final decision as to whether approve the registration or not.

You will be notified by email of the outcome of the GEMS Regulator’s decision regarding your application.

The email notification of the decision will go to those people in your organisation you have set up as contacts for the application.

Screen 5: Assessment times
We advise you to allow up to 28 days for your application to be processed.

You can assist us in making the assessment process quicker by ensuring that you provide all of the correct information with your application and responding to any requests for further information as soon as possible.

You will receive a written notice from the GEMS Regulator if your application has not been finalised within 42 days of receipt of the application.

Screen 6: Refunds
The registration fee you pay prior to the submission of your application covers the cost of processing the application and is non-refundable.

Screen 7: Appealing a decision
You can request a review of the decision made by the GEMS Regulator if the decision is one of the reviewable decisions as listed in section 164 of the GEMS Act. These reviewable decisions are shown on screen now.

To request a review of a decision, you must apply in writing to the GEMS Regulator within 30 days of receiving notice of the decision. The GEMS Regulator is required to review the decision, but may uphold, change or revoke the decision based on their review.

If you are not satisfied with the outcome of the GEMS Regulator’s review, you can appeal to the Administrative Appeals Tribunal. This can only occur after the GEMS Regulator has conducted the review and notified you of the outcome, or where the original decision was made by the GEMS Regulator personally.
